This is Obama awarding himself the DOD Medal for Distinguished Public Service.

On Wednesday, President Obama received the Department of Defense Medal for Distinguished Public Service from Secretary of Defense Ash Carter.

The award is presented to those deemed to have provided “exceptionally distinguished service of significance to the Department of Defense,” according to a Defense Civilian Personnel Advisory Service description.

“It is the highest honorary award presented by the Secretary of Defense to non-career Federal employees, private citizens and foreign nationals,” DCPAS says. “The award itself consists of a gold medal, a miniature medal, a rosette, and a citation signed by the Secretary of Defense.”
